Detailed specification of assignment | Minimum requirements for the Team - Education shall be Master´s degree
- All experts are required to have fluency in English
- At least one proposed team member is included in the list of personnel in the Framework contract HELM134-18
- Proven working experience in private sector forestry development from seedling raising to product markets (small-scale forest owners’ organisational structures, such as associations, co-operatives etc, funding schemes, incentives, training and service provision/contracting, forest resource assessment, forest management planning, harvesting and marketing) which fullfills each category, Senior Expert over 12 years of experience, Experts 5-12 years of experience
Selection criteria - Working experience which exceeds minimum requirements in private sector forestry development from seedling raising to product markets (small-scale forest owners’ organisational structures, such as associations, co-operatives etc, funding schemes, incentives, training and service provision/contracting, forest resource assessment, forest management planning, harvesting and marketing forest industry and products marketing expertise, particularly MSME)
- climate change related issues: assessment, verification, financing (especially REDD)
- Availability, how many days after the contract is done, the team will be ready to start?

It is possible for a Consultant involved in the preparation of a project document and/or appraisal of the project document to participate in the related tendering of the implementation phase, provided that it is possible in the subsequent bidding to eliminate the factors which might threaten the neutrality of the competitors. The Ministry strives to assure this by eg. requiring the consultant responsible for formulating the project document to deliver all relevant information of the project formulation phase to the Ministry for publication to ensure that the same information is available to all tenderers. The tentative budget of the appraisal is 40 000 Euro. Travel costs are reimbursed according to the Finnish state´s travelling regulations. |
